are respecs unlimited?

You mean changing attributes and skills? Yes. Inside a town/outpost you can change as much as you want, outside an outpost you're limited to increasing attributes only.

Back when it was first released they werent. And GW is not like WoW in that you must pay for them either. Feel free to change and try new and different things.
